The Plymouth Conservation Commission held its regularly scheduled meeting on Monday, February 11, 2008 at the Plymouth Town Hall, 11 Lincoln Street, Plymouth, MA 02360. Present were Evelyn Strawn, Chairperson, William Wennerberg, III, Vice chairman and commissioners Christopher Brink, Gerre Hooker, John Scagliarini and Paul Withington.
The Conservation Planner, Elizabeth Sullivan and the secretary, Michelle Turner, were also present.
Christine Reardon was absent.
7:25 PM Kathleen Walters, 132 Sandwich Road, Plat 47/Lot 28B. A Request for Determination of Applicability to upgrade the existing cesspool to a new Title V septic system, in the buffer zone of Bordering Vegetated Wetlands.
No formal presentation was required.
Paul Withington motioned to issue a Negative Determination. Approved unanimously

7:30 PM Great Island Community LLC, Scott Constantineau,, portion of Open Space Lot Nos. S-111 and S-77 off White Trellis, Plat 78D/Lot S-111 & S-77. A Notice of Intent to complete a vegetation restoration plan in the buffer zone of Great Island Pond, per condition of an Enforcement Order.
This project is also subject to review by Natural Heritage Endangered Species Program and MESA.
Micky Marcus of New England Environmental represented the applicant.
Mr. Marcus offered the Commission advice for future enforcement that rather than requiring a Notice of Intent, that all of the conditions/demands should be conditioned through the Enforcement Order. The Commission will take the advice under advisement.
Mr. Marcus continued with the project description that all of the disturbed areas are buffer zone (upland) and that no grubbing occurred. Most of the shrubby material has begun to come back even thicker. A small amount of seed is proposed and the planting plan shows the number and type of trees/shrubs proposed for replanting. All plantings will be done by hand. 5-6 ft. range of container plants are being proposed. Species are all native.
Public Comment:
Steve Travis, 29 White Trellis, wanted to see a more aggressive planting plan proposed.
Commissioner Wennerberg supported that larger plants could be used and still be planted by hand.
John Schott, 31 White Trellis, said there has been some stockpiling of cuttings left on the ground.

Joe Macalusso, 45 White Trellis, disagreed that the stockpiled cuttings were from this incident and said that the cuttings have been there for some time.
Mr. Travis also noted that a fallen cut tree is lying in the pond.
Public Comment was closed.
Discussion ensued over the size of plants to be used.
William Wennerberg motioned to approve the project with conditions, one condition being that the Red and White Oak trees be increased to 12-14 ft. or 2-3” caliper.
Approved unanimously.

7:50 PM William Harrington, 85 Ellisville Road, Plat 53/Lot 27-71. A Notice of Intent for the construction of a stone revetment on an eroding coastal bank, including reconstruction of a single family dwelling and carriage house, including utilities and amenities, in the buffer zone of the top of the coastal bank.
Carlos Quintal of CAQ Engineering represented the applicant and explained the project. He started with giving some history of the filing (submitted almost one year ago) and how the project has evolved through 2 informal meetings with DEP SERO. He reviewed the Army Corp. constructed jetties and how they have affected this area of coastline, creating an almost whirlpool-like affect on the bank. The consensus from the applicant’s informal DEP meetings was the recognition of a structure on the bank, pre-1978 and that they would allow the existing boulders left on the beach (from the jetty construction) to be used to continue construction of the rock berm. All utilities and structures would be proposed outside of the buffer zone. Staging area for the rock berm construction will be through the existing dirt pathway at the
top of the bank. All areas will be restored upon completion. As suggestion by DEP, a zigzagged sand drift fence is proposed. Beach nourishment is also proposed, as calculated on the plan.
Gerre would like to see an alternative to the rebar being staked on the bank. Consensus of the Commission was the use of wooden stakes.

William Wennerberg motioned to approve the project with conditions.
Approved unanimously.
8:00 PM Benjamin B. Brewster, 922 Old Sandwich Road, Plat 70/Lot 9. A Request for Determination of Applicability to reconstruct a burned storage shed/barn equal to or smaller in footprint, and within the buffer zone of Rocky Pond.
Paul Withington abstained from this discussion.
William Wennerberg motioned to issue a negative determination. Approved unanimously.
8:15 PM Raymond & Caroline Fritz, 57 Provincetown View Road, Plat 49/Lot 2-10 and 2-831.
A Notice of Intent to demolish the existing single family dwelling and to construct a new single family dwelling, including utilities and amenities, in the buffer zone of the top of the coastal bank
Mark Flaherty of FS represented the applicant. Discussion over the foundation below the deck.
Driveway will be paved. Debris over the bank needs to be cleaned.
